I think your best bet based on what you have seen is to start a fresh forum in whatever way you think fit. I presume it would have to start from scratch with you inviting people to register and threads all start from zero.

Personally I'd be pretty hacked off if any of the stuff including membership and content from here was transferred to someone else who is unknown and admin1 shouldn't be placed in the position of feeling pressured to do so. He has an obligation to the current members and you would have an obligation to new ones and that is as it should be.
