This link [www.pensionsweek.com] describes how the early retirement for BBC employees is changing. The "generous" discount corresponds in role to our 3%. If I am reading it correctly, the retiree's pension will be calculated in two parts, a part earned up until 2010, and a part earned between 2010 and retirement. For retirement up to 2015 the first part will get the generous discount, and the second part will get a harsher discount.

Since the first component will usually be a much bigger proportion than the second component, this sounds to me roughly the equivalent of IBM delaying its plans to 2014.
