Of course, EMEA countries also had/have different salary levels/vacation entitlement/health plans/etc etc. The assignment context really showed up this disparity when there were several people doing essentially the same job on the same level in the same location, but with different vacation entitlement and very different incomes, even taking account of assignment allowances. I once argued with my manager that my pay and conditions should be improved to the best level in the same assignment context. Didn'y get me anywhere though :-)
