It doesn't pan out like that I'm afraid. The relevant monthly RPI figures, assuming that we get 2.4% per annum on average, would be:
RPI RPI% 60%RPI
March 2005 190.5
January 2006 193.4 1.5 0.9
March 2006 195.1 2.4 1.4
January 2007 199.0 2.9 1.7
March 2007 199.8 2.4 1.4
January 2008 203.8 2.4 1.4
March 2008 204.5 2.4 1.4
Note the 2.9% for January 2007 - which arises because the January 2006 figure was low. As a result, the pension increase next April will see an increase of 1.7% not 1.4%. So instead of the pension of 20471 which you calculate, it would be 20523. That, coupled with the extra two months each year that the April pensioners would be ahead, is what I meant by saying it evens out in the long run.
Note this is all highly speculative - the RPI index for March 2006 (on which your 'June is better' argument rests) could be lower than February 2006 - just as January 2006 was lower than December 2005.
