Bryan,
we get different answers for the first 5 years, so here are my results for those 60 months, for you to review. I start the clock on both Old (= 70% RPI, every 15mo) and New (= new rules, every 12 mo) in Apr 06, after the first "New" rise. Maybe that is different to what you did?(I don't have to hand when the last Old rise was).
