Correspondence from the Ombudsman is supposed to be confidential but, in view of the message that the Trust is apparently sending to you, I don't think David Laverick would mind me publicising his statement that the notice of preliminary conclusions "is indeed provisional and [the] final determination may differ".
So, whatever the preliminary might or might not say, it isn't a done deal.
