Well, that because I left when I was a mere stripling and now run an innovative software/services Company which, inter alia, deals with Central Government. It is interesting what one is sometimes told...
Just this week I heard of a particular outsourcing procurement where a Company (not IBM) was tendering and the word was put out "if it wins, its vetoed". It did not win... Another case of "why be surprised?".
