I do not disagree with any of that. What you are saying is that the last major Government win (over 10 years ago!?) was a financial disaster and that IBM is now a much tighter place to work in - yes, and it needed to be.
However Government has not changed that much and the new, lean, mean IBM is still not hacking it mostly for the same reasons as before, and with some significant new disadvantages to boot. That's the reason I asked why anyone was surprised.
Perhaps Beemer can tell us why we should be surprised?
