In the few successful UK Central Government procurements of the past, practically no use was made of outside-uk executives and very sparing use was made of uk executives. Eddie Nixon, David Livermore and Tony Cleaver were fine (they knew how to behave), but were best used to reinforce a good situation - somewhat like a cigarette after a good shag - not to help close a dodgy one. I am still involved with Central Government with a different hat on, and if the present or recent top US honchos were calling, I would be confident that any tiny chance if winning would reduce to zero. This would be grounds of Artistic Impression, not technical merit.
