Well, as you can see from Mike Houghton's note it is now being used by IBM Management to attempt to stop employees saying anything outside the company! Of course if the information is already public knowledge (like as here IBM lost £12bn in business with MOD, NHS and Inland Revenue) then an employee who discusses that AND GIVES A PERSONAL AND GENERAL VIEW without pretending to be an IBM spokesperson (ever known anybody pretend to be a spokesperson?!!) is not breaching business conduct guidelines.
