BCG exists to keep the vast majority, the face of IBM, behaving correctly and beyond reproach. At a certain point in their careers the upwardly mobile learn that it is a mere cover for anything you can imagine. Of course if they get caught breaching BCG they by then know too much and hence the actual double standard because they are untouchable. Simple really.
