219. I see no reason to criticise the way the Respondents since then have dealt with the matter of discretionary increases.

 

The Admiral Lord Nelson approach at its most strident.  Having fragmented away into non-consideration the worst of the Trust's behaviour, the Ombudsman is able to see no reason to criticise the rest.

 

In the time frame that he does look at, he chooses not to address what the purpose of the Trust's power to propose increases is, so cannot usefully be saying anything about whether the power was used properly..
